Silence is a keyword in Artifact.

Silence prevents the afflicted hero from activating any abilities, which includes both hero abilities and item abilities, but not passive abilities (However active abilities will be disabled). Additionally, a silenced hero cannot be used to fulfill the color requirement for casting spells (If you silence the only Green hero in a lane, your opponent cannot cast any Green spells.)
